Terms of Reference

The Project Technical Staff I shall provide technical, operational, and data management support in the implementation of the AHEAD Grant at the CHED Regional Office (CHEDRO), ensuring accuracy, timeliness, and compliance with program policies:

  1. Assist in the end-to-end processing of scholarship applications, including receipt, screening, evaluation, and validation of submitted documents based on program guidelines;
  2. Maintain and update regional scholar databases and digital tracking systems, ensuring data accuracy, completeness, and integrity;
  3. Generate and manage monitoring tools such as summary matrices, status trackers, and accomplishment reports for submission to the Central Office;
  4. Support the conduct of orientations, consultations, and regional information dissemination activities for HEIs, applicants, scholars, and other stakeholders;
  5. Draft routine communications, advisories, and notices; coordinate follow-ups with HEIs and scholars regarding deficiencies and compliance requirements;
  6. Assist in the planning, coordination, and implementation of regional information drives and advocacy activities for AHEAD Grant, including stakeholder engagement and documentation;
  7. Assist in the development, contextualization, and translation of information, education, and communication (IEC) materials into appropriate regional/local languages, as necessary, to ensure wider accessibility and understanding of AHEAD Grant;
  8. Support compliance review and validation of regional submissions prior to endorsement to the Central Office;
  9. Monitor scholar status (e.g., enrollment, academic performance, and compliance) and flag issues requiring action;
  10. Ensure adherence to data privacy standards and records management protocols in handling scholar information;
  11. Provide technical assistance in report consolidation, basic analytics, and program performance tracking;
  12. Perform other related technical and administrative functions as may be assigned by the Regional Director.

Terms of Reference

The Project Support Staff IV shall provide clerical, administrative, logistical, and coordination support to ensure efficient implementation of AHEAD Grant activities at the regional level.

  1. Facilitate document intake, routing, and filing (both physical and digital), ensuring proper labeling and organization of scholarship records;
  2. Perform accurate data encoding and updating of monitoring logs and simple tracking tools;
  3. Assist in handling walk-in clients, inquiries, and communications (phone, email, and online platforms) in a timely and courteous manner;
  4. Prepare and organize administrative documents such as attendance sheets, certificates, meeting minutes, and simple reports;
  5. Provide logistical support during orientations, information dissemination activities, consultations, and other regional AHEAD Grant-related events;
  6. Assist in the preparation, reproduction, and distribution of IEC materials, including those translated into regional/local languages, as necessary;
  7. Support the conduct of regional information drives, including coordination of venues, participants, materials, and documentation;
  8. Serve as liaison officer with relevant partners, facilitating coordination, information sharing, and alignment in the implementation of the AHEAD Grant;
  9. Coordinate basic follow-ups with scholars, HEIs, and partner agencies as instructed by technical staff;
  10. Support the safekeeping, retrieval, and archiving of records in accordance with records management policies;
  11. Assist in compiling and organizing documents for reporting, submission, and audit requirements, and other administrative tasks;
  12. Perform other related functions as may be assigned by the Regional Director.

  • Salary Grade: SG 10 + 20% Premium
  • Duration: May – December 2026
  • Station: CHED-CAR

Minimum Qualification Standards

  • Education: At least 2-year college level or completion of Associate degree
  • Experience: None required

Functions

  • Assists clients and responds to queries and requests for information regarding UAQTE;
  • Assists in the facilitation of the conduct of events/trainings/orientations within the region;
  • Assists in the assessment, verification and validation of applications for student financial assistance and other documentary requirements;
  • Assists in maintaining UniFAST electronic documents that includes scanning and filing documents in coordination with the TDP-TES and TES Incharge;
  • Assists in facilitating procurements processes under UniFAST;
  • Observes 5S of personal workspace.
