In celebration of Kalinga State University’s inauguration of the campus-based Kalinga Cultural Heritage Studies and EduTouism Center on March 3, chairperson Hon. J. Prospero De Vera III visited the university as the guest of honor and guest speaker.
De Vera’s focus in his speech was on RA 10931, otherwise known as the Universal Access to Quality Tertiary Education Act or an Act promoting universal access to quality tertiary education, offering free tuition and other school fees in State Universities and Colleges, Local Universities and Colleges, and State-Run Technical-Vocational Institutions.
“To make sure access to quality education is accompanied by equity, it is our responsibility to target to help those that need to be helped the most”.
He also stated that the Commission assures that they have been reviewing the necessary reforms in higher education to improve our State Universities and Colleges and Private Schools to ensure the provision of access to quality education, which is our rank gate as public universities.”
